I think it's because in the normal world you obviously can't go past the borders BUT, if you go into the nether, walk a long way, make a portal and then come back to the real world through it, you will have gone even further , possibly past the border. Hence the loading of chunks way past the border. I might be wrong though because then there would have to be a portal on the faraway chunks and I can't see one :/, maybe it's underground?

Even still; you'd be kicked from the border's limit, so it ultimately defeats its purpose.

I don't think there was purpose, just to see if it worked, not that it was me, but I can't think of another reason, they must have known they couldn't stay there.
