I have a suggestion that may prove beneficial. Creepers still drop Gunpowder when killed, but since TNT is banned it's just a throw-away drop. Can we perhaps have an Admin Shop in New Orcshire that would buy Gunpowder off of players, but has no sell price? Even if it's a small amount, they could then find a use for the Gunpowder they loot from dead Creepers. Any thoughts on this?

Rang3r, did you even bother reading the post? And I rather just have gunpowder drops disabled. You'll always have dumb fucks who can't find the shop.

Dump it down some hole, turn around 360 degrees and walk away.

The default drops cannot be changed without adding yet another plugin it seems, ecoCreature only adds custom drops on top of what mobs already drop.
