They kinda are...because they are released by "Jex" I think. It is not the official release, though

Nah. Jeb releases them. The 1.8 Pre-Release was a """"""LEAK"""""", but not really. They just want people to freak out over it lol.

The reason why they're Pre-Releasing updates is to curb the amount of complaints about updates being pushed back. When they *leak* updates, people feel like they're actually helping out Mojang, by reporting bugs, and what not. It's an amazing concept, which seems to be working quite well.

An amazing concept that's been around for a LONG time. That's what Beta releases were initially for.
