Ok, are you using any other mods with it that might conflict?
Also, be sure to delete the META-INF folder in the minecraft jar.

First off, are you even in possession of winrar or 7zip or any other archive extracting utility? if not, downloading one of those will be your first step. Secondly open the "carmod" with the utility of your choice, and also open the minecraft.jar located in the .minecraft bin folder. Proceed to drag and drop all files from the carmod into the minecraft.jar excluding any readme.txt's or whatnots. next delete the META-INF folder within the minecraft.jar. Lastly, close both of those and run minecraft. If this does not work, then maybe the mod has an incompatibility issue, or your computer is incapable of running client side modifications.
Note, with some mods, further steps may be required. Read the readme.txt's within those mods for further information on installation.
