Use /lb tool or /lb toolblock ingame and use prefferably the stick to right click on the blocks, which will tell you who placed them.

As far as I have read about griefing somewhere, it also includes building on top or right next to your buildings.
So that can actually be called grief but this is a topic we all could argue about if it really is griefing or not.
I'd say that the person should get a warning and should remove or move his building away from there, as long as the person did not break or modify any of your blocks it shouldn't be a ban reason.

Someone should seriously create a complaint template...
Something including coords(if needed), illegal activity used, name of person being reportes, the victim being effected, Etc.
