I was making a deal to buy 8 diamonds for 400 gil, and this guy offered to sell them to me.
After a long debate I payed him, he said he'd give me the diamonds and left.
So what now?

Nope.

It probably wouldn't have happened if you use a "safe" way of getting items and money exchanged. I don't think there are any rules about that. Correct me if I'm wrong though.

I don't think it's dumb. It can happen in real life can't it. It's your choice to take the risk of exchanging on your own.

They try to control the environment of the game to prevent someone being in a situation where one peson can't cheat the other one or use some sort of tactic to gain an advantage, yet this is allowed?

That is directed towards hacks and illegal clients. This did not involve hacks or illegal clients. I think in this case it is the players fault for allowing such a risky situation.

I have been scammed for worse but you don't see me complaining.... I gave pasha_sod a stack of diamonds in exchange for a £15 donation but I never saw him again.
