So many people are creating new towns and cities, and that's not helping our current cities/towns that are zoned. I think there should be a few requirements to start a city/town.
To start a city or a town, you must first have 2000 Gil and 7 People. One person will need to be a mayor.
In exchange for these new requirements, you get a starting zone of 30 x 30 for your new town.
