It's simply Notch's signature. It does nothing but block mods.

Mine doesn't even seem to have META-Inf in it. I was trying to install the wildgrass mod, and I couldn't find any Meta- INF to delete.

I thought the META-INF is the list of original files, if it detects anything other than original, doesn't start.
