It's "All Points Bulletin" its basically a GTA MMO from the people who made Crackdown and the design leader of GTA 3 that failed miserably, but now they are bringing it back and making it free to play. As for the Beta, I signed up but havent gotten an email. Also I'm American, so there's that

Realtime Worlds made APB - they went bust from it.
GamersFirst / Reloaded are re-developing and re-releasing it.
Currently it's in a much better state than the previous beta, but still needs tweaking and balancing the matchmaking system etc.
It's still quite fun in a group though
