Abandoned Minor Citie Cleanup Rule?

I dont know if anyone has ever thought of this idea but how about we check on the server frequently for cities, towns, villages and settlements. If they die off or get entirely abandoned, they should be rolled back to the status of the beginning of this year.

If they're abandoned they're only taking up space, not taking away business from Majors if that's what you're thinking. But yes, a cleanup of them would be good.

This is more or less what that "Minor City Registration Act" is for. What to do with abandoned cities is for later concern.
