That's due to your current MCBans reputation, meaning you can only join when a player with mcbans.admin permissions is online (i.e. a staff member).

In regards to this, have you looked into seeing if its possible for the rest of the staff to get the message when someone with low rep logs into the server?

Everyone should get the message, all it is is their ban history. Atleast that's what I get.

No, he should get a server without MCBans, or deal with his ban on whatever server it is...

He got issued a global ban today...

EDIT: He also has a local ban as a griefer.
