when i try to dl the new 1.4 i get this

i dont know what it means or how to fix it anyone know?

Right click the shortcut, run as Admin.

nothing happens when i do that orc is there like a link that i can download 1.4 at or something anyone know?

i download it and run it with admin and all that and it always stops at 38% and says what it says in the first pic
should i delete it all and re download it or something?
