Yesterday I build a tower I was really happy with, but I also started to make it bigger straight away, coating the outside of it with solid stone, however I didn't get around to finishing this, and when I logged in today, somebody has built their base with no gap whatsoever between it and my tower, I was wondering if it would be.. Ethical, for me to build on top of their base, in order to avoid destroying it, I would ask them to move kindly, but I have no clue who it is.

Ask a Mod+ in-game to help. But I think no offence you just have to deal with it or like you said ask them to move just get a mod+ to BB it
