Was the door locked? Was it griefed to gain access?
If not, unfortunately we cannot do much about this without a screenshot of the person attacking the dogs as evidence.

Just curious... If a person has a locked door with Dogs inside but the person uses Compass tp to gain access and kills the dog(s) is that punishable?
