Since it's Minecraft, nobody really needs anything more advanced than paint x3
Though for people that don't want to be bothered with the mammoth photoshop, there's still paint.net, which is free. ^^

I use Paint, and then upload the image to iaza.com so I can make the parts that need to be transparent.

Just go to the website and click on skin editor, it should start you off with a new skin in the editor by default.
