Anyways...I was wondering if it's considered grieving if someone in one's city is inactive and one would like to recycle the plot. Also if someone builds something out of their plot and doesnt remove it... Is it ok to take down their stuff?

uberblake, for your second question, i think if they KNOW its against the rules, and you have warned them to move it, and give them a decent amount of time to do so, then it would be ok

I've given a certain person about a month to move their shop, which intrudes another plot, and messaged them that if they didn't show their activity in their plot that it would be removed (about 2 weeks ago). Ok now?

You advised them of the issue; You asked them to move; You gave him a time limit.
You are the city owner. You did your part. In 2 weeks, if they don't comply, you have every right to recycle the plot (materials included).
The reason I say in 2 weeks is because the way you worded your explanation, it sounds like you gave him a month.
If he doesn't comply within the allotted amount of time, you can do what you want to the plot. Again, you did your part, now he has to do his.

but its his city, he sold the plot. mayors of the city's have powers over the land in which they govern. if notice was given and nothing was done let him file a report about it. everyone that gets banned gets unbanned anyways if they ask.

Since no other staff are bothering to step up to the plate (and are too busy going "OMG menaceofri's pic is NSFW!!1!one!" in S^4 [o lawdy, I wish I was kidding]), I'll add my super awesome staff input:
I've been told in the past that the city owner must warn the tenant before they move their stuff. If they do not comply within 2 weeks, you (the city owner) are within your rights to take it down.

Yah I see major cities take down lots all the time, just warn them and you can go for it and Lizardman talking about that is better than complaining about rykleos having the same name color as us.

Hey, that WAS a legitamate issue since I (and likely others) assumed he was a staff because that color was SUPPOSED to be reserved for staff only. Not to mention, GoDjMike's "Staph" was also an issue with that.

And on topic, talking as a councilor, you've gotta follow the rules of the town, failure to do so leads to consequences. Towns see inactivity as a reason for kicking people out, as-long as you've been given a notice/reason, there's not much you can do I'm afraid.
