The black lines frame my purchased plot from the town owner, clearly your stairs run through right about the center of it. The stone slabs you used to border your stairs were the plot markers from the city creator, and the lava you used around your stairs and in the back of your house came from the border of my house. i'd say a temp ban is very generous.
