You just Make it frame by frame in Flash and then save it as a gif... >.>

Why fuck around in Flash when there are plenty of programs that can turn a folder of plain images into a *.gif. Or if you want a complete enviroment you could try stuff like Adobe ImageReady. Just google the stuff, it's easy as pie.
