Spawn killing on the Chaos server? Yeah, that's completely legal, as long as he just waits for the people to leave, and not pushing them out.

Basically Chaos is all about pvp, if you don't like being killed play the regular server. If someone 'camps' you just wait for them to get bored.. I wasn't aware we had iconomy on chaos, and if he wants items, then you obviously have some sort of home, so go there instead (faction home).
