So Are Battlekid and Devan banned?

Are Devan and Battlekid actually banned? Because if Devan is, I have claimed Devan's stuff multiple times in the past. (other people can vouch for this)

In reality devan has never done anything large enough to be perma-banned and I doubt he is going to be bad knowing he has only a limited amount of chances left
